As far as G Phi goes I was told that their international organization requires them to if they are even 1 girl under total. That can happen if you have lots of girls studying abroad (they don't count for total) or ones that graduate at semester etc. They don't have a lot dropping so the traditional reasons for thinking COB shows weakness doesn't apply here. (Feel free to correct if you're a G Phi. This is just what my roommate told me when I heard they were doing COB)
