Chi O says that that cut off of a 3.2 gpa (most houses cut off of core gpa btw- if you're worried about it, call OSU and ask for your core gpa and they can get it off of your HS transcript) but they cut much higher than that. For the most part, every other house stays true to what they have in the workbook. That's just basically their minimum. Some houses do act/sat grade saves, but it varies from house to house. Look at the Osu Greek life website or look in your workbook, it shows the minimum gpa you need to not get cut by each house! Volunteer hours may make a difference for some houses, but for my house it doesn't. My house (and a lot of others) are strict about the grade cut, and we automatically have to cut anyone who is below it, no matter how much we may like them.
