West Virginia University administrators are cracking down on the school’s party scene after two fraternities closed and another was temporarily suspended.WVU President Gordon Gee wrote a letter to students Friday proposing a major culture change and remembering Nolan Burch, a freshman who died Nov. 14 after an incident at the Kappa Sigma fraternity house.“I am an optimist, and despite the series of events surrounding our students that we have experienced this fall, I am optimistic that this institution — and our students — will rise to the call and address the issues at hand,” Gee wrote. “. . .
