multiple chapters on campus do this every single year, not just pi phi and aopi. chapters do this not because they didn’t get girls, but because they can only take so many during formal recruitment and you can keep giving bids until you meet campus total - which more than half of the sororities on campus haven’t reached. people graduate, go alum, etc, which all contribute to not having total - you’re dumb as hell please do something else with ur time
