If you got a bid but you turned it down you can't do anything for 1 year. You are bound to the bid you are given in recruitment for 1 year. If you dropped out before then, you can guve pi phi a try if you are willing to put in the work that goes with establishing a new chapter. Re rushing next year honestly yields the same results more often than not. Maybe being a year older/more mature you'll be ok with your options.
