Your argument is based on the assumption that these new members are drastically different from the old, which is not the case. By nature, people want to surround themselves with like-minded individuals with whom they can feel comfortable. Because of this, actives will attract pledges/new members with whom they share opinions, personality characteristics, and interests. The new members will be more like the old than not. However, this isn't to say an organization can't change. It would just be a slower change in culture than your image of a 100% turnover every two years.
