I think a new chapter is necessary but there is also something to DG not making numbers. They're giving girls bids who aren't accepting, that means the girls they want that would potential change the chapters image are girls they're inviting in. Maybe they're only getting the bottom 50% of their bid list right now and they want that other half. Or they're forced to snap bid just to get a 40 person pledge class so they're giving bids to girls they wouldn't otherwise. I don't think holding back new chapters from colonizing will help, I think it's more that our recruitment is in the spring so it gives girls a lot of time to hear rumors about chapters. If I remember correctly my roommate in Theta said they made quota this year so I am not sure why that chapter would care.
