Yeah, new chapters have to wait a certain time period before colonizing. Part of the reason DG and Theta struggle so much is because neither really had a chance to get a good foundation since Theta came literally a year after DG. Hence, they make people wait so other sororities can get a good foothold. Basically, any PNMs who dropped - I wouldn't pin your hopes and dreams to a new chapter being added. If one does get added, it won't be until you're juniors probably. Sorry.
