Agreed with @Hi, speak to the greek life office and keep a paper trail of the things you're being told by your exec board. It's inappropriate of them to not offer you more options (like going inactive for a semester) while you figure things out. Also, in terms of returning letters...a lot of sororities have this rule. Once you disaffiliate you are no longer a member of the chapter, that means you can't wear letters (the same way it is for pledges in some sororities before initiation). Returning the letters just ensures that you're not still walking around campus in them. I'd find a way to pass them down in your fam or to some friends that can make use of them.
