Yes, but look at the pledge class sizes. Theta’s three regrets had to be from a very small group because they took a small class. So the girls who went there decided early or that’s all Theta had. Kappa, on the other hand took about 20. So they were working with a much larger pool. Regrets is only one piece of the whole recruitment puzzle. Another key: HOW MANY GIRLS chose to return to Theta for the final round, To Kappa? To Tri Delta?
