Of course all NPCs are welcoming and inclusive of minorities. But I think you are asking NPC houses to change their entire method of, and reason for, being. When a woc goes thru formal NPC recruitment and finds all the NPC homes lacking in what she wants or needs then she drops-out, it may be because she feels the other groups will be able to fulfill her desires and aspirations in a more satisfying manner.
