You can't pick 1 top house, anyone who does picks the one they are in. They are equal but different. And DDD is on par with Phi Mu, definitely not Pi Phi, they are tied with Zeta.

Honestly, I agree that there's no way to choose DG over Chi O or Chi O over DG unless you're in one of them. You're pretty much on, but I'd rank like this:
