are pnms guaranteed a bid?

Yes. If you attended both pref parties and did not suicide then you are guaranteed a bid from one of those two houses. Just because you told a house you were interested in them, does not guarantee a bid from them. You can still get a bid from the second house depending on each rankings of pnms.

And while it's a good idea to tell your #1 house how you feel, don't tell your #2 that they are your #2, just tell them that you have a tough decision to make. You may end up at #2 after all and you don't want to start out on the wrong foot.
