Need help with a creeper

Do y’all think it’s weird for an SAE senior to follow, like, comment, then PM freshman girls? He does it to a few of us at State. It makes me uncomfortable and we’ve told him. He says he will blackball us from
Invites to parties at the SAE house. Advice? He was an officer last year so I feel like he has clout there.
