Hi! Do you know when COB starts?? and also can you get a COB if a house dropped you? Thanks!

Cob is ongoing and can happen at any point after bid day. Panhellenic sets a chapter quota for all chapters. Any chapters below that quota will be eligible to offer COBS up to that quota number but not required to do so. A house can offer you a cob if they cut you, but it’s less likely to happen.
