Yes, you are eligible if you withdrew. Contact panhellenic and ask them about COB. If you know actives in a house ask them too. But, if you withdrew because you didn't like the houses you were left with, you are not going to get another chance where you were released; you will still have the houses you were left with, if they are still interested in you.
