Since there are more spots then there are girls for spring rush does that mean that everyone is getting a bid?

Unfortunately it does not. The chapters aren’t required to take anyone. They could go through the process and take no one if they didn’t wanting. In the fall, if you make it to pref, then 100% getting a bid. In the spring, there are no rules or regulations like that one.
