fraternity rush

Several of my guy friends were recently taken to dinner by a fraternity rush chairman. The dinner was in a very nice, expensive restaurant and the rush chairman paid for the guy PNMs meals. How is this legal for fraternity recruitment but not sorority recruitment? Or is this against the rules? The fraternity in question did the same thing last summer with guys in my area.
