Just a rumor. That's not how expansion works. First panhellenic has to vote to open for expansion, and until DPhiE starts making quota, that won't happen. Then interested nationals that are not at Southern submit interest packets, and then 3 (usually) are chosen to give final presentations, and 1 group is chosen to colonize from those 3.
