What's your source? Because it wasn't even announced that Southern was open for expansion.
Not to mention, unless there's an outstanding agreement with a national to come back, that's not how expansion works. One group doesn't just automatically get invited.
Chi Omega closed in the 70s, so there wouldn't be an agreement. The most recent to close was Alpha Xi Delta in 2000. So, if there was an agreement with anyone, it would be them. But there probably isn't since DPhiE colonized instead of just inviting someone back.

As a current sorority member, I can confirm that Chi Omega has been invited back. PHA asks us to vote on the matter and it has been addressed.

Also, TriDelt has never been at Southern. It would be a brand new chapter IF they were to colonize.
