Just got off the phone with every chapter. Only freshman and under are allowed to rush.

KKG, DPhiE, and definitely XO. Usually the mid or lower tier houses do. It's not unheard of for sophomores to get into houses like AOPi or KD, but just really rare. Usually houses like that try to find girls who are more likely to stay all four years.

Pretty sure only Phi Mu has a rule about girls who have rushed before won't get it the second time around but I don't know about just as a sophomore
