why didnt phi mu participate in formal recruitment this year??

They were not allowed to participate in formal recruitment due to hazing allegations that occurred last year. They are still allowed to take new members, but they were not allowed to formally recruit with everyone else. They are still allowed to participate in Panhellenic and they are not being kicked off of campus at this time.
