as a girl going through informal, I can tell you this information about COB because I contacted literally every house's recruitment chair about informal.
Houses originally participating (before new 300 rule):

The 300 rule IS NOT A THING. PHA would not make the max numbers in a house 300 if a majority of our chapters HAVE ABOVE 300 MEMBERS. I am in fact in a house above 300 members that is doing CoB and has informed PHA of our event. If PHA did not put on their website that is on PHA and their executive.

Stop acting like your opinion is fact! You're a sister and got your bid so you can shut up now. I feel so sorry for the girls interested in COB that are so confused by all this. Don't add any info unless you know what's going on for sure, that's just mean.
My GUESS and I'll admit this is only a GUESS is that you simply are not forced to COB as long as you have 300 members. No one would lie to you guys!

I know FOR SURE that my chapter is participating in COB, I am talking for COB and we have our events and have emailed every girl we want to participate. Idk why this whole 300 max thing is going around but if it was true PHA would not have let my chapter accept new members.

nobody is ever forced to COB. It's totally up to each house each year. If Sigma decided at 225 members they didn't want to COB, nobody would make them. Now, their nationals won't let that happen, but hypothetically if their nationals didn't want them to COB and they didn't want to, they wouldn't.
The only rule is if you're ABOVE total you CAN'T COB. No matter what. If total is 100 and you have 110, you can't COB. If you have 99, you can COB one person, but can't bid above total. If you have 75, you can COB 25 spots and 25 only. The only way to really get above total is to get a large pledge class and retain them.

I know FOR SURE that my chapter is not doing COB because of that rule. I'm not claiming anyone else isn't COBing because of it but I can honestly say that mine was going to and ended up not doing it because of the rule. I have no idea what's going on with your chapter but I can only speak for my own, as should you.
