Alpha Phi spread the rumor on this website about the 300 rule in order to claim they're not COBing but they are. There is no 300 rule and the PHA website has an ongoing list of houses on houses that are doing COB if you go under the recruitment tab.
And you know which houses those are?
Chapters currently participating in Informal Recruitment:
Alpha Phi
Sigma Sigma Sigma
That's it. Delta is COBing like APhi has claimed. SK isn't COBing like they've claimed. DG isn't COBing like they've claimed. It's only Alpha Phi and Sigma.
So before you all go believing more lies spread by some bottom tier embarrassments, make sure you check your facts.

Good afternoon everyone,
First off, I want to thank each and everyone of you for contacting me about informal recruitment. The messages you were sending me were so sweet, and made me proud that so many of you were interested in joining our chapter.
This year PHA made a new rule where chapters would be assessed each semester to calculate chapter total. In previous years, this was done just at the beginning of the school year. This past August, our chapter total had to be at 315 members. Since we have had chapter members transfer, our total has gone down for this new semester. We originally thought we would have to informally recruit to get our chapter back up to the 315 member total. PHA sent out the reassessed chapter total number to me on Friday, January 22. They stated in the email that the new chapter totals would be 300. Our chapter currently has a total of 305 members; therefore, we are not eligible to recruit this semester. PHA also has a rule that we cannot break that states that chapters may not recruit unless they are under chapter total.
This semester there are four lucky chapters that have the opportunity to informally recruit. If you need any help coming into contact with these chapters, I would gladly be available to help you! You all seem like very sweet girls and any chapter would be lucky to have you as a member. I want to thank you all again for coming into contact with me! Have a great rest of the semester!!

So GPhi is the one lying to PNM's about this new rule? Because the PHA website only has two houses listed as houses that can recruit and APhi is at exactly three hundred.
Either GPhi is COBing and they're trying to keep it casual and small or they're just trying to find a nice way to let down girls they're not interested in. Either way, there's no 300 rule as far as I know because my house is under 300 and we're not COBing either. We never got an email about this new rule and the PHA website says nothing about it.

well considering aphi won't stop trolling this website and then lied about how they're not cobing, i think she's got a pretty good theory going. y'all can't stop talking about how great you are but everything based in facts shows otherwise. bottom three in grades and one of two houses that are on the pha website as sororities that are cobing. who has the most to gain from lying? aphi does. maybe if y'all could just log off and let this die out you wouldn't be catching heat for being on here all the time. just a thought!!!!

Maybe no one is "lying" and 300 is mandatory but if you're under 315 you're still allowed to cob? If that makes sense. I really highly doubt this thing is a lie but KD and APhi are both cobing and both over 300...

That would completely invalidate the alleged rule. If 300 is the new max, which it's not, then you would been ineligible to COB because that's how house maximums work. So it's most def a lie.

Don't you think it's strange that gphi knew exactly the number of houses doing cob? They obviously aren't lying they just have info some of you don't. PHA is not always perfectly organized, mistakes can be made

No, because the recruitment chair of each house gets the number of sororities participating once everyone registers.

So this is just a theory I have but I think that Delta has a low house number right now because they expelled all of the girls that weren't making grades. Which if they did, they could petition PHA and ask them to be immune from COB so they could focus on grades for Fall recruitment.
My sister was an AXO in 2006 and her house did something very similar. They lost about thirty girls and then made up the difference in the Fall through a COB event after formal recruitment.
That's just my theory.
