It doesn't matter if all houses match to quota. What matters is whether all houses are at total.

Since total = average chapter size, it's impossible for all houses to be at or above total immediately after formal recruitment. So yes, some houses will be able to take new members now.

Whether they advertise this openly, whether they do it in the fall or wait until the spring, etc., is anyone's guess. But every house that is under total (315) is eligible to accept new members until they get to 315.

houses don't "secretly COB". PHA is informed by the houses doing informal, but its up to the houses on who they invite, not PHA. So stop staying houses are "secretly COBing". you basically have to have connections in order to get invited/a bid from a house COBing because there aren't as many places to fill as there are for formal recruitment.

Please just go to the Mizzou PHA website and register for informal recruitment if you are interested. Don't look for reliable info on this website.
