Quota Addition is when a house is allowed to extend bids beyond the campus quota to bring that sorority's numbers up to Total (the maximum number of members any house can have at one time). In order to be considered as a Quota Addition, you have to maximize your options.

The poster above me is almost right.

Let's say quota is 90. That means every house is allowed to take 90 new members. However, it's possible that someone would attend preference at three houses, and all three of those houses get those 90 before matching that someone. She would go without a bid in that case, except that's when a quota addition is used. It is used by the campus FSA (Fraternity/Sorority Advisor) to help place women who did everything right and would otherwise have been cross-cut.

Houses don't know when someone is a QA, and they don't get to decide whether or not to take QAs. They are automatically assigned.

Also, a house could be over total and still get QAs.

Bottom line - PNMs don't need to worry about QAs (and neither do actives) except when deciding whether they want to maximize their options after preference. The only PNMs who will get a second chance to get a bid through a QA is someone who maximizes her options. :) But you'll never know whether you were a QA or not!

The bottom line is that PMs should maximize their options every day. Go back to as many houses as you can attend each day.

Usually the most popular houses have quota additions.

Actually, it's quite possible for a very popular house not to have any QAs, because they have so few women they invite to their preference round that there is less likelihood any of their attendees will be cross cut.

At any rate, at Mizzou, the past two years 13 houses have had QAs, and in 2012 there were 11 houses with QAs. So it's extremely typical to have them at any houses that matches to quota. The only house that can't have a QA is one that doesn't match to quota, by definition.

So if you are cut entirely by all 3 houses at Pref, will you be a QA at the house that you ranked. #1? Or will you be a QA at the house that has the smallest total?

Could be either one. It's a discretionary call by the FSA. On most campuses, they will try to match as many first choices as possible, but also they try to keep it even if possible. So there really is no way of knowing, although it is mostly likely you'd get your #1 choice. Except you'd never know you were a QA in the first place. ;)
