Can girls that are not yet alumnae write recommendation letters?

Yes, but only if they are actives in a different chapter than the one for which they are writing the reccomendation

Depends on the national's rules. Some let actives (from other schools) write them, some don't. Pi Phi doesn't take them from actives. SK does

Chi O takes "resumes" from actives, Tri Sig takes recs from actives, Tridelt takes recs from actives, Gphi does not, I believe Theta does take recs from actives, Kappa takes recs from actives...not sure about the others
