Should we send the rec letters to the email that is provided on the website or should we send it to the house. Some sororities just have the house and some have emails. I'm confused

Rec letters are handled differently for every sorority, some are online some aren't. While you should give the alumni writing yours the address or email and stuff probably they should know what to do with it!
