fraternity guys

You honestly won't really have any time for that! Rush is a very long and stressful week, you will probably spend your free time catching up on sleep and getting situated in your new dorm. You can talk to them all you want on your own time, but not while traveling from house to
House for your socials!

Unless you have to go to a frat house for an emergency, like your brother/boyfriend has your meds, your moms in the hospital and have to go the frat to meet your brother to drive home, etc, then no you're not allowed to communicate with them at all in person really. I do know a girl who did get permission to go on fraternity property to get something from her brother that he couldn't bring to her for whatever reason but you MUST get permission and have a good reason.

Just as you are not allowed to talk to members of sororities (except while at the actual parties), you are not allowed to talk to members of fraternities. that's because anything you say to them could get back to a sorority member. Frat guys have sisters/girlfriends/friends who are sorority members and are as likely to report on anything you say as a member of a sorority. So if you are serious about becoming a part of Greek life, don't break the rules and don't have anyone else represent you and your thoughts but yourself.
