I heard that incoming freshman have different GPA requirements/cut off than sophomores going through recruitment. True?

Generally, yes. High school and college aren't the same, so it's really not fair to ask that someone have the exact same gpa in college as they did in high school. It may not be a huge difference, but if, for example, a house has a 3.2 cut off for high school grades, they may have a 3.0 cut off for college grades.

Grades in high school don't mean much since the most popular grade handed out is an A. At some private schools, for example, you get an A unless you really screw up. That's why ACT scores are so important. (Hint, if you got less than a 30 or 31 on your ACTs but have a 3.8 or 3.9 in high school, those A's don't mean much). But at a major university where you have to work for your grades, a 3.4 or a 3.5 is a good GPA. So if you have above a 3.2 in college you should make most grade cuts during rush.
