I don't know that there is any uniform deadline, but the sooner the better. The closer it gets to August, the busier the membership committees will be and the less likely your rec will be really read and considered.
There are women who have recs sent in during recruitment week itself. I've seen these not even get opened until after recruitment is over, and only then to send a thank you note to the alumna. Don't be that person who goes to the effort only to have it not matter.
