According to my friend they only have 1 or 2 spots to fill (they were like 1 under quota at semester), so yeah that's a lot of people to get 1 spot!

I can guarantee they're not just filling a single spot. Two of my friends got bids from AXO after their COB event (they declined and eventually accepted bids to another sorority). It is feasible that AXO is only filling several spots though, since my friends said that there were maybe only 15-20 girls at the event.

It's not up to the sorority, it's up to nationals. If nationals tells you to fill a spot, said chapter must fill the spot.

Have you tried contacting their recruitment chair? Recruitment is like a job interview, you always want to send a thank you and a brief note on why you are interested after the interview to set you apart from the test of the group. My house got quite a handful of these and trust me, we noted them when we selected our COB members!
