Okay so I've seen a lot of people asking about the COB process and no one has really gotten much answers. But I know that the COB process starts right when we get back and thats coming up soon. So if anyone could comment what they know or any suggestions on what we can be doing right now or in these upcoming weeks that would be great, thanks!

I am not the one who posted this, but I am also trying to cob and have been in contact with the house I want but I am still super nervous and anxious...please give some advise on what they'll expect me to be doing right now!!

The only thing you can really do right now is to contact the chapter's recruitment chair and let them know you want to be included in their COB events. Some chapters will have a separate COB person, if so then you should contact them instead. It also would probably help if you told your friends in the houses you are hoping for that you are planning on COBing so they can keep you in the loop. Some houses only take girls they know, others are maybe hoping to boost their GPA or get pretty girls- whatever they're looking for, don't be offended if they don't get back to you. Just like with regular recruitment, not every house will be a good fit. Nevertheless, if you don't hear back from the recruitment chair before school starts back up it wouldn't hurt to send her another email reminding her of your interest.
I have absolutely no idea what houses are COBing, but if you wait until the grades come out (should be soon now), the houses that seem to be low on numbers compared to the others should be recruiting come 2nd semester.
If you are really set on getting into a sorority and you don't want to wait until recruitment next fall, I would highly suggest being open to more than one house. Most houses only take a few girls, and if you're only open to one chapter you could be cheating yourself out of a bid. Best of luck with everything!

If I already emailed them about a month and a half ago and didn't hear back should I email again or does that make me look annoying?

Yes go ahead and email again. Sometimes even if you don't know anyone in the house if you show you're extremely interested you could still get invited

Should you include a resume when you contact the recruitment chair?

A resume couldn't hurt, but don't be too formal! Maybe just tell her your gpa (do NOT lie, it won't work out well in the end), and some things you've been involved in. Try to keep high school stuff to a minimum unless you did something really cool, no one cares about it anymore.
