I see a lot of bad information passed around here. First, I hope that anyone who is interested in joining a sorority isn't getting their information from here!! But, just in case, here are a few points of clarification.
Total: Total is the number determined by PHA/Greek Life immediately following formal recruitment in the fall. Before formal recruitment, every chapter submits a number to PHA saying how many members it has. After formal recruitment, those numbers, plus the total number of women accepting bids for each house, are added up and divided by 15. Chapter total is then automatically reset to AVERAGE CHAPTER SIZE. So yes, there will be several chapters who exceed chapter total. There will also be several chapters who are below chapter total. That's how an "average" works. It doesn't mean that the chapters above total are inherently better, or that those below total are inherently worse.

COB: Finally, COB. Every house is allowed to COB any time they fall below campus total. This year, campus total is 309.
Houses can fall below campus total for MANY reasons. Perhaps they have a large number of seniors who graduate in December. Members graduate early, they transfer to other schools, they have to resign because they didn't explain to their parents how expensive it would be, etc., etc., etc. Yes, sometimes they resign because they don't like their particular chapter. And sometimes they resign because they aren't really into greek life in general.
Any house that drops below 309 can COB. Also, any house that did not match to quota can COB, even if they are above 309. For example, XYZ could have had 250 members before recruitment. Then, through a mistake in RFM calculations (which can happen) they only get 60 women through formal recruitment. If quota was 30, they can COB 30 women, even though they are at 310 for chapter size. That doesn't happen often, but it can happen.
Otherwise, any house below 309 gets to COB. Virtually every house that is below 309 will be required to COB by their national organization.
