Dear Zeta must be a Kappa who is trying to deflect criticism of her own house by turning on Zeta. This is what I know. No way are DG and GPhi ahead of ADPi and Theta, who deserve to be # 4 and 5 on the list. AXO also belongs much higher on the list. And there's no way in the world that the nut-job Kappas are a top tier house.
