There is no way to know if a house will be COBing second semester (except for Kappa because they are not allowed). You can already guess that lower tier sororities would need to COB because girls drop. But upper tier sororities COB sometimes too if a lot of girls graduate second semester (like AXO last year). Both houses are good but ADPi COBed last year so maybe!

they arent allowed by nationals to COB! they can only participate in formal recruitment. not sure what the reasoning is though!

ADPi ALWAYS says they're not COBing and I've seen them COB like.. at least 8-12 girls every spring. Yeah, you're not COBing now, but there are girls who graduate early, go alum, drop, decide not to be initiated, those who get kicked out... You can't say that you're not COBing at all for sure.
The only houses who rarely COB are Pi Phi, Kappa, and Delta

For the girl who said that Pi Phi, Kappa and Delta are the only ones who rarely COB, has anyone ever heard of Theta COBing? Or would they kind of fall under the Chi O category for COB?

I got into Pi Phi as a sophomore and had Chi-O and GPhi on pref with them. It's only slim pickings if you suck.

Total right now is 309. After formal recruitment, ADPi reported 318 members, and Chi O reported 328 members. The only way either would be allowed to COB is if they dropped below 309. Yes, it is theoretically possible that one or both could have enough seniors graduating in December or women who resign or are terminated that they could drop below 309. But that seems very unlikely.
