Its just about getting to 309. If you had a big senior class or had some resignations, even if you made quota, you might have room to COB this year.
Houses that made quota are still below 309, so they can snap bid up to that number.
It isn't anything more complicated than that.

Snap bidding is what is done when a chapter does not meet quota - that chapter can offer bids in order to add enough members to meet quota. Chapters also can snap bid even if they met quota but if a new member doesn't show up, or quits right away. The time period for doing this is typically 24-48 hours after the end of formal recruitment. After that point, no more snap bidding.

The chances of any of the top tier or upper middle tier houses COBing is so slim and if they are, they'll probably give the spots to girls who have friends in the house.
