minimizing women without a bid

Does Mizzou use quota adds as a way to minimize the number of women who get crosscut after preference and don't end up with a bid?

Yes - for PMs who maximize their options - they will get their first choice as a quota addition.

Could someone please explain what quota addition is and how does it work? Thank you!

A quota addition is a woman who maximized her options (wrote down every house she preffed at on her bid card) and still did not get a bid. She will be matched to one of the houses as a quota addition. If you do NOT maximize your options (aka you only put down one house (suiciding) or two out of three) you cannot be a quota addition. Therefore it is best to always maximize your options.
