What houses take guys who used to be members of a different fraternity at a different school?

Depends. If you were initiated none, if you were just a pledge most wouldn't care to my knowledge.

What if you deactivated your membership of the former one? Would they still not take you then?

We had a brother join us after being initiated in another Fraternity at a school in Colorado. From what I remember about his process he had to contact the original national chapter and ask them to remove him from the membership list and make it like he were never a part of that Fraternity, then allowing him to join another Fraternity at Mizzou.
