It depends how things are weighted. For instance, I don't think quiz bowl is weighted as heavily as skit or sports, so if the house that own quiz bowl doesn't win anything else, it'll be hard for them to place top 5. You also have to consider the houses that may not have gotten first in anything, but consistently place near the top. Those are your dark horse houses that always seem to "come out of nowhere" but in reality they were everywhere :)

I know they're really emphasizing spirit this year so houses that had a lot of girls show up for sports but not win anything might not be out of the running, especially if they place well in other things. So in theory, if spirit is weighed as heavily as I think it is, a house like Sigma Kappa could not place in any sport but because they won quiz bowl, did well in blood and assuming they place in skit, they could maybe nab a top three spot in GW. Whereas Pi Phi killed it in sports but probably won't place in skit, didn't do well on the banner and their spirit stuff has been lacking.
It's really about what's worth more points at the end of the day. I think Steerco wants a top five full of houses that tried though, especially given the format change, which is why I'm assuming spirit is worth more than we think.
