COB- why would a house that made quota participate

I see some of the houses doing COB. I believe at least some of them met quota. Why would they COB?

Quota isn’t the same as total. Quota is the number of bids distributed determined by the computer algorithm (the actual number looks different due to quota additions), and total is the total number of members in a chapter. Chapters that are under total can COB.

A chapter might be under total for a variety of reasons such as graduations, members dropping, members studying abroad and going alum, etc.

Looks like Kappa, DG, Pi Phi, Sigma, KD, SK, Phi Mu, and AXO all posted about doing COB. There’s no way all of those houses didn’t mean quota. Definitely a house total thing as someone mentions above!
