The largest a house can ever be is immediately after formal recruitment. Every house, regardless of who big it is going into recruitment, can take quota. Every house is potentially eligible for quota additions. So if a house had several great retention years and had relatively few members graduate/transfer/drop, they might go into formal recruitment with more members than other chapters. They can take quota, plus any quota additions allotted to them.
After formal recruitment, total is reset to average chapter size. Any chapter over total cannot COB, so long as they made quota.
So, let's say ABC has 250 members in early August, and XYZ has 200 members. Quota is 75. Both houses make quota and both get 5 quota additions. ABC how has 330 members, and XYZ has 280. Let's also say that the average size of all houses on campus is 300. ABC is not eligible to COB, and the biggest they can be is 350. XYZ can COB, but only up to total, which is 300. XYZ cannot ever get to be 350, not this year.

Sorry, the whole thing is definitely confusing, and my typos didn't help.
Every campus has TOTAL. This is the maximum number of girls a house can COB up to, but not the maximum number a house can have. A house can go over total if they do so during formal recruitment.
Every campus that does formal recruitment also has QUOTA. Quota is the maximum number of girls a house can get during formal recruitment, (except there are also quota additions).
So, there is no hard and fast maximum number a house can get to. The only real rule is that a house cannot be bigger than total unless they do so during formal recruitment.
Also, total is changed every year. So, theoretically (god forbid this ever happened) every house at Mizzou could some day have 600 members. It depends on how many women want to join, and how many sororities there are.
