If you aren't friends with any girls in the house then all you can do is email. It can't hurt but I will tell you that aren't going to get invited back to most of them. Houses like phi mu and sigma and maybe sk, which are struggling with numbers may invite you based off an email but others like kd, axo, adpi, aphi, gphi most likely have lists of gi r ls recommended by actives and they will not stray from those lists.

Sigma Kappa takes names from active members and does coffee dates, that's how my roommate got COB'd last year and that's how she said they're doing it again. And from what she told me they already have their list and are going to be contacting girls within the next two weeks so contacting their recruitment chair won't do you much good this last in the game.
Phi Mu tables every semester I've been here, so for them it would be much easier to COB. You pretty much just have to walk up to them tabling and show interest and they'll tell you what events they're doing and even have fliers and handouts.
As for Sigma I've never seen them table but I also don't know any Sigmas so I'm not sure how effective it'll be to email their recruitment chair or not. My advice is that it can't hurt if you're dead set on getting into Sigma.
The other houses, you have to know somebody and they have to give your name to their recruitment chair and from there a committee is usually put in place to decide who is qualified enough to get asked to an event and such.
