You can date whoever you want. I'm in an upper mid tier house and I dated a guy in a bottom tier frat.
I've dated a GDI before too. That was harder bc he didn't understand the Greek stuff and why it was so important to me, but it was doable. I don't think it matters who you date, but don't be surprised if your sisters don't necessarily want to hang out at your bfs low tier frat all the time. They'll want to party with whoever your paired with for HC/GW more often than not.
