I am a sophomore going through rush in the fall and I heard some houses do not take sophomores. Is this true and which houses dont?

It's harder to get rushed as a sophomore. However if your grades and personality are what the house is looking for and you're dedicated to Greek Life than any house will take you. Now it's easier in some houses to get asked back as a sophomore but it's not impossible to get asked back everywhere if you're not a freshmen.

Again though, your grades must be good and your personality has to stand out.

To be fair, standard Sophomore houses (houses that are MORE LIKELY to take sophomores) are Kappa Delta, Zeta Tau Alpha, Alpha Chi Omega, Phi Mu, and Sigma Sigma Sigma. Other houses MAY take sophomores, but it's usually one to three and they have to REALLY like you. Also on the more likely would probably be Sigma Kappa, but I'm not sure since their now sophomore class will be so big.

I know for a fact that Kappa took a sophomore two years ago, so don't act like it's only the mid to low houses that take sophomores. I also know that KD didn't COB, and that DDD did. (you could get in COB, too.) So it depends on what they are looking for, or if they need to make quota. If you have friends in that house, stand out, have good grades and a great personality (plus it helps to be fashionable and pretty) then you'll have a good chance.

Kappa took me as a sophomore and Theta took my sister as a Sophomore.

ALL houses will take a sophomore if they really like you. Adpi took a senior last fall, but she was really amazing and a complete stand-out PNM.
