I was the person that originally posted this as a comment, but I didn't post this... That makes me feel awkward, anyways I would like to amend the word 'Attractive' to "pretty" because I feel like thats what I really meant and others could understand it more from that.

Truth nailed it. Everybody decides if people are moving tiers after the Fall pledge class. Alpha Phi is moving up because they recruited well and did well in competitions, ZTA always appears to be moving up but never hangs on to their pledges, and houses like Sigma and Phi Mu never recruit well and therefore will always be bottom. Recruitment will tell all.
