I heard Theta got 65

You can go over quota during rush if your chapter is below chapter quota to get your chapters number up

So I've heard several houses are lower than quota. Will they do any kind of informal rush to try and fill their houses?

it probably depends on the house. I'm not sure which ones you're referring to (i haven't heard of anyone below quota) but some houses absolutely refuse to COB, some do it on the DL and hardly anyone knows, and others are very open about COB and hold public events.
Based on what I've seen in my time:

Don't COB:
Kappa
Chi Omega

Do it very quietly:
Pi Phi
Tri Delt
AXO
Zeta

Open:
APhi
Kappa Delta
Sigma Kappa
Tri Sigma
Phi Mu
ADPi

Unsure: DG, Theta, GPhi

PiPhi and theta's nationals don't let them COB, but them they don't need to.

Pi Phi COBed as recently as last year. They do it very quietly (they literally recreated the normal bid day just a few days later) but they certainly do COB. Clearly you have no idea what you're talking about.

Even if they hadn't COBed so recently, no national sorority would prohibit COBing. No sorority is strong on every campus, and it would be a death sentence to not allow their chapters to COB as necessary. Not needing to =/= not being allowed to. Now, in some sororities they require chapters to COB if they're below total, and others leave it up to the specific chapter. It may be chapter culture to not COB even if they could, but it's NOT a national rule in any sorority.

The above is incorrect. There are some houses that don't COB and some houses that aren't allowed to. Interesting that they are among the best houses on our campus.
