sigma and phi mu will COB until they can fill their house.

Zeta will COB because every year many of their new members drop due to internal drama

Potential houses to COB based on history of previous years: KD, SK

There also may be some random mid tier houses that COB 1-5 girls for girls that graduate in December, transfer, or financial reasons.

All lower tier houses COB to keep their numbers up and a few mid tier houses do, too. But I have never heard of PiPhi, ChiO, Theta, ADpi or Kappa COBing.

GPhi has COBed on occasion. That's because their retention isn't that great.
