PiPhi cold fill an entire pledge class with legacies, and no house wants to do that (and that's true for many of the mainline houses with a history on this campus -- like theta, Kappa, ADPi, ChiO, TriDelt...). If you are a legacy and would otherwise be a great candidate for PiPhi, being a legacy won't hurt you. But if you think they will sign you simply because you are a legacy, well, get in line. And it's a long line. As for grades, they are extremely strict. They have the second best GPA among all sororities, so grades are def. a priority. But grades alone won't get you a bid, either.

PiPhi takes some of its own legacies, but actually is better known for poaching other house's legacies!

They do it as a way of reminding everyone else that they can.

Yes PiPhis "take" legacies but you also have to consider so does every other house. And it is a mutual process. If the legacy likes a different house more than the house they are a legacy at, then who cares if she goes with her heart? Every house has people that were legacies from a different house.
