No... You never know who will drop and keep you. Rank them in order how you like them and you will be given ALL the ones who asked you back (well, all that you can get back based on the numbers of parties each round)
Even if the top their sororities make up the first half, if they drop you, you'll be given the other sororities down the list that you didn't rank as high.
So really no matter how you rank them, you're going to get invites back from the sororities who did not cut you, regardless of how high up they are.

Panhellenic has it set up where it's not necessarily easy to be cut by everyone in between party days.
Think, you only cut 2 after iwt. Then you go from 12 to 8, then 8 to 3.
So it's not like you're cutting so many at once that once you cut them you don't get them back.
It seems confusing, but you WILL end up in a house unless you are a major grade risk.

This really shouldn't factor into your rankings of houses during rush, but it can be argued that ranking "lower" houses higher would make it less likely to be dropped.
What the above posters said is also true but they ignore this situation:
1st round: you cut "lower" houses and get most of the "upper tier" and "mid" houses back
2nd round: You do the same thing as above and have upper/mid houses
3rd round: You could face heavy cuts from the upper/mid houses because they are more competitive
You could potentially get dropped by all the upper/mid houses that you eliminated in earlier rounds even though you may of gotten a bid from a lower house if you didn't cut them.
I wouldn't really think about this during recruitment but if you are worried it may be a good idea to keep a "lower" house that you like just in case because your chances of getting dropped by them will probably be less than at a "top" house.

No not really. If you're going to get dropped, chances are you're going to get cut the first and second day, especially by top their sororities. So if you're not a well liked pnm, you won't have those mid and upper houses come skit day. They will have already dropped you.
